These two situations almost certainly don't map perfectly onto each other, but my own childhood growing up in small towns on the modern-day frontier (Alaska) suggests that it's more DADT, or perhaps a particular brand of out-of-sight, out-of-mind "tolerance", than live and let live. There's a very strong urge in frontier areas to leave your neighbors alone and let them do whatever (by your own standards) crazy and/or "immoral" things that they want ... as long as they aren't so uncouth as to shove their beliefs in your face by, say, practicing them openly.
