Lip flap and lip sync are the first and last things I notice when I watch AMVs and live action vids, just because the "lipflap bad!" ideology is so strong among AMV audiences (because, like I said to damned_colonial below, it's usually pretty easy to at least cut lip flap in anime sources, even if one chooses not to lip sync, that not doing it is generally seen to be a sign that one put in minimal effort).

Haven't seen that vid, but it definitely sounds AMV-esque.
