Pretty sure there was a winter Olympics in Hokkaido in the 1990s...

Nagano (Honshu) in 1998. Sapporo (Hokkaido) in 1972. I suspect Tokyo was meant, not Japan as a whole. (Now I'm very curious how Nagano and Sapporo responded to the event, given that they aren't as cosmopolitan as Tokyo.)
