No; everyone's conserving, hard-core, to avoid the need for them.

節電？ Yup. And I knew it was coming--though, amusingly enough, outside of JR all of us in Kansai are basically, "Setsuden? Hah! We laugh at your setsuden!"--but seeing it is something completely different.
