I don't think is watanuki one he haven't so much magic for starter and Clow sound more plausible, because he create watanuki with Yuuko.

I don't like this buts of the chapters we have no more answers and i don't want they mess up more holic!!!!

But he is the only person a part of Clow who has such an strong wish. And Clow put efforts into stopping FWR... and if holic is still running and he had not enough answers in trc there has to be a reason ;D Wata lives in a magic house, he could 'gather' magic with time.
