Considering that Xiaolang only spent about two years in Japan, made no outstanding contribution to its society, and couldn't marry Sakura, it's a wonder that he was able to secure permanent residence.
If Xiaolang's time in Hong Kong was spent assisting or preparing to assist his alternate self, then how would he have done so? I can't imagine what he could give--his magical powers weren't anywhere near what Syaoran and Sakura demonstrated while piecing together the worlds--but I guess we'll just have to wait and see.
What's hard for me to keep in mind is that these chapters are not only taking place in the past, but in the future, as well. I think that Fei Wang actually foresaw the time loop and used it to his advantage, without realizing that the clones would try to break it.
