Luna isn't actually a kitsune; she took the skin of a dying kitsune to escape her father's realm, and has to spend a considerable portion of her power maintaining her kitsune shape. This is why she only looks half-Japanese, as opposed to actual kitsune, who are native to Japan and thus Japanese.
So, yeah. I found this more palatable and interesting than her just randomly being half-Japanese and not very kitsune at all.
