I'm not sure we're meant to see it as a fair exchange either, to be honest. Ioryogi certainly doesn't, and I think it's partly Kobato's limited perspective/incomplete knowledge that's making her think that this is a fair exchange. Fujimoto certainly won't be able to smile after this! But she doesn't realize that, I don't think.
