I just learned this! "Structuralism" refers to the fact that Freud (cf. Marx, also a structuralist) thinks that everything ever can be explained in terms of the structure of his system of thought--in Freud's case, the three-part psyche and all its attendant joys. For Marx of course it's the commodification of labor power and the base/superstructure duality. Fun times.
Scott wants to claim that you can be Freudian without denying that people have agency, which is a key thing that the post-structuralists said in objection to the structuralists. I'm not convinced.
