Yeah, I think you're right--there was a point in the 30s when when English was outlawed, and that is a very symbolic moment. And of course all the "overcoming modernity" nonsense posited Japan as special and unique, too, even though it was just the Japanese version of fascist anti-modernism, which is…irrevocably modern.
