That probably doesn't make much sense, though. If she looks, acts, and sings like her, why wouldn't he realise? Unless he thought God had made her in the angel's image to test him, as you suggested, when that wasn't the case. But I'm clutching at straws there, I suspect. I'd love it if Kobato were the angel Ioryogi fell for, because it would explain a lot about her and their past (Kobato's Great Love Story would so involve falling out of a tree!), but I think you're right that he doesn't seem to harbour those feelings for her, so I can't see any obvious way it would work.
